Forbid the deletion of comments.

As an administrator, you should be able to ban the deletion of comments. If a user deletes a comment on a file with an ongoing discussion, other comments could stand out of context.

We can consider this.  Today comments can be deleted by the person who wrote the comment, any folder owner, or any administrator.
